Your Committee on Finance, to which was referred Bill No. 283, reports as follows:
Bill No. 283, transmitted by Director of Finance William Takaba, via Communication No. 890,
dated May 3, 2006, amends Chapter 2, Article 41, Hawaii County Code 1983 (2005 Edition),
Disaster and Emergency Fund, relating to fund expenditures.
The purpose of this measure is to better manage the Disaster and Emergency Fund, the
Administration is proposing to amend certain sections within the Hawaii County Code that
pertain to this fund. This fund is in the Proposed Operating Budget for FY 2006-07, submitted to
the County Council on March 1, 2006 that contains an appropriation of $500,000.
To better manage the fund, the Administration is proposing to amend certain sections within the
Hawaii County Code that pertain to this fund.
Council Member Donald Ikeda, as directed by the Legislative Research Branch, requested a
friendly amendment to Bi11283 by amending section 2-210(5) as follows: "To pay for
operational expenses of the County after a disaster or emergency when the County is unable to
realize revenue at sufficient levels due to the disaster or emergency."
Your Committee on Finance is in accord with the purpose and intent of Bill No. 283, as amended
to Draft 2, and recommends it pass first reading.
