Dear Chairman Higa and Council Members:
It is my pleasure to inform you that I have nominated the following individuals to the County of
Hawaii Kailua Village Design Commission:
Council District 8 - Theresa L. Andreae is a 27-year resident of Hawaii. From 1992 to 1998,
she was a teacher/director at Hawaii Montessori Schools. Ms. Andreae is a member of the
Kona Outdoor Circle and the Kona Historical Society. She states that she is not affiliated with
any political party. If confirmed, she will serve a term to expire on December 31, 2007.
Council District 8 - Stephen J. Herbert is a 54-year resident of Hawaii. Mr. Herbert is the
owner of Stephen J. Herbert P.E., Inc, and since 1995, has been self-employed as an engineer
and construction manager. He is a current member of the Kona Executive Association and
St. Michael's Church construction group. He is a past president of the Hawaii Chapter of the
National Society of Professional Engineers. Mr. Herbert states that he is not affiliated with any
political party. If confirmed, he will serve a term to expire on December 31, 2007.
Council District 7 - Cynthia L. Hope is a 5-year resident of Hawaii. Ms. Hope has been
involved in resort design and development as an architect, designer and a landscape contractor.
She is presently a member of the Rotary Club of Kona, the Kona Outdoor Circle and the
American Society of Landscape Architects. Ms. Hope states that she is not affiliated with any
political party. If confirmed, she will serve a term to expire on December 31, 2007.
Council District 8 - Fanny Au Hoy is a life-long resident of Hawaii. Ms. Au Hoy is currently the
Palace Administrator of Hulihee Palace. She is a member of the Daughters of Hawaii, the
Kuakini Hawaiian Civic Club and the Kona Coffee Festivals Board. Ms. Au Hoy states that she
is not affiliated with any political parry. If confirmed, she will serve a term to expire on
December 31, 2008. 2

Council District 7 - Sally Marone is a 3-year resident of Hawaii. Ms. Marone retired in 1980,
from Western Contract Furnishers where she worked in design and space planning. She is a
board member of the Kona Outdoor Circle and the Holualoa Foundation for Arts and Culture.
Ms. Marone states that she is a Republican. If confirmed, she will serve a term to expire on
December 31, 2008.
Council District 7 - David M. Ross is a 29-year resident of Hawaii. Mr. Ross is the owner of
Ross Engineering, Inc., and since 1998, has been self-employed as a civil engineer. He is a
former leader of Boy Scouts Troop 49. Mr. Ross states that he is a Republican. If confirmed,
he will serve a term to expire on December 31, 2008.
