Re: Resolution Transferring Funds
Enclosed is a resolution transferring $80,000 out and from the General Fund's Provision for
Compensation Adjustment account and crediting $25,000 to the Civil Defense Agency's
Salary and Wages account and $55,000 to the Unemployment Compensation account.
There is a budget shortfall in the Civil Defense's account due to increases in
1) overtime costs arising from unusual amounts of emergencies and 2) temporary assignment
costs during the deployment of the Civil Defense Administrator. Also, there is a need for
additional funds in the unemployment compensation account as claims for the current year
were more than expected.
There are monies available in the Provision for Compensation Adjustment account as not all
of the funds budgeted were needed by the various departments.
Because of the urgency of having the funds transferred during this fiscal year, we would like
to request a waiver from the Finance Committee and have this resolution heard at the Council
meeting scheduled for June 21, 2006 in West Hawai'i.

A. REQUEST:
Due to a shortage of funds, request transfer of $25,000 to Salary & Wages (Account No.: 241.5241.01.011)
to cover the anticipated Civil Defense staff salaries for June 2006.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The budget shortage is due to: 1) overtime costs arising from emergencies i.e., the unsual amounts of flash
flooding, brushfires, high surfs, tropical cyclones, and major traffic accidents that occurred during the peirod
July 2005 through March 2006; and 2) temporary assignment costs for the acting administrator and acting
assistant administrator for the period July1, 2005 to February 28, 2006 (during the deployment of the
administrator, Troy Kindred, to Iraq).

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
