The analysis includes the past and present commercial/residential revenues and expenses of the Solid Waste Division with the landfill tipping fee increase at $10 per year per ton. Opportunity Provider and Employer EMC-18 Page 2 June 19, 2006 Comm. 582.22: EAST HAWAII WASTE REDUCTION TECHNOLOGY FACILITY REQUEST FOR PROPOSALS (RFP) -ENVIRONMENTAL IMPACT STATEMENT PREPARATION NOTICE (EISPNI ISSUED From Legislative Specialist Leslie Chow, dated May 30, 2006, submitting an update on the Department of Environmental Management's EISPN process. States that the Department of Environmental Management is preparing to solicit Stage 2 proposals from the three vendors who were selected from the Stage 1 Request for Proposals for the waste reduction technology facility, and has simultaneously launched the EIS process for the project. Geometrician Associates (Ron Terry), DR Associates and Rifer Environmental were retained as consultants to prepaze the document which considers the County's main long-term options to address the municipal solid waste situation. Options include employing waste reduction technologies; taking no action; building a new East Hawaii Landfill; and off-island disposal. The RFP represents an attempt to promote the first option. The draft of the final EIS is attached. Interested persons have until June 7 to submit comments on issues they think should be addressed in the EIS. Also attaches copies of the PowerPoint presentation given at the EISPN public meeting of May 17, 2006 as well as a page from the monthly newsletter of the Office of Environmental Quality Control which discusses the EISPN. Those testifying in person and submitting written testimony at the meeting in Hilo should bring sixteen (16) copies of the testimony for distribution at the meeting. Those testifying by videoconference from the Kona or Waimea Council Offices, should bring one copy of the testimony. Please submit a separate testimony for each item. Those persons unable to testify in person or by videoconference may submit testimony (1) by mail to the County Clerk's Office in Hilo at the above address, (2) by facsimile to (808) 961-8912, or (3) by a-mail to counciltestimony@co.hawaii.hi.us. Copies will be made and distributed at the meeting when transmitted in a timely manner. In any case, both oral and written testimony will be made a part of the public record. Notice to Lobbyists: If you aze a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist {Article 15, Section 2-91.3(b), Hawaii County Code}.
