We should design roads with high priority for walking, bicycling, skateboarding, wheelchair use, etc. Planning for cars results in cars, not alternative transportation. There needs to be planning for human services. We know there will be a certain percentage of domestic violence, child abuse, substance abuse, mental health problems, and other issues requiring services. I get 15 to 20 signatures an hour People come up and ask if they can sign, wait if someone else is signing, flag me down saying "I didn't have time to sign yesterday--can I sign today?"
