Re: West Hawaii Sanitary Landfill
I am transmitting the enclosed May 24, 2006 document received from Waste Management of
Hawaii, Inc. that was provided to the United States Environmental Protection Agency relating to
compliance issues and the concurrence that no gas collection and control system is necessary for
the landfill at this time.
Any additional documents and information I receive regarding Waste Management's violation
remedy will be forwarded to you.

Subject: West Hawaii Sanitary Landfill
Dear Mr. Salazar:
Thank you for meeting with us on May 1, 2006 to discuss compliance issues at the West Hawaii
Sanitary landfill. We understand that the United States Environmental Protection Agency
(USEPA) has now received all outstanding Annual Non-Methane Organic Compound (NMOC)
reports that are due for this landfill under 40 C.F.R. Part 60, Subpart WWW. On April 18, 2006,
we submitted: (i) the annual NMOC reports for the years 1996 through 2005, ( ii) January 2006
Tier 2 NMOC sampling and analysis report and (iii) 2006 through 2010 annual NMOC reports.
Because the Tier 2 NMOC data shows that the landfill NMOC emissions are in the range of 4 - 6
megagrams per year for the years 2005 through 2010 (well below the 50 megagram threshold in
WWW), EPA concurs that no gas collection and control system is necessary for the West Hawaii
Sanitary landfill at this time.
As a result of the recent delegation of Subpart WWW to the State of Hawaii, we understand that
all future submittals under that program should be made to the State of Hawaii, Department of
Health (DOH), with a copy to the USEPA.
