Comm. 925: APPOINTMENT OF ANTONIO T. GASPAR TO THE COUNTY OF HAWAII
VETERANS ADVISORY COMMITTEE
From Mayor Harry Kim, dated May 26, 2006, submitting for confirmation the
nomination of Antonio T. Gaspar of Council District 7 to the County of Hawaii
Veterans Advisory Committee. A 36-year resident of Hawaii, Mr. Gaspar is
employed as a technician/inspector with Vanguard Caz Rental (Alamo/National).
Not affiliated with any political party, if confirmed, will serve a term to expire on
December 31, 2008, replacing Peter Callahan, who recently relocated.

above report of missions conducted on March 28-30, 2006 in East Hawaii,
pursuant to Res. 46-01. The report indicates the number of plants eradicated and

APRIL 2006
From Police Chief Lawrence K. Mahuna, dated May 15, 2005, transmitting the
above report of missions conducted on April 26-27, 2006 in East Hawaii, pursuant
to Res. 46-01. The report indicates the number of plants eradicated and the number
of complaints received, the type of complaint and the complaint disposition.
Comm. 936: AN ORDINANCE AMENDING CHAPTER 14 OF THE HAWAII COUNTY
(Bill 300) CODE 1983 (2005 EDITION), AS AMENDED, GENERAL WELFARE (further
restricts the public areas and hours where alcohol consumption is allowed by
permit).
From Councilmember Bob Jacobson, dated May 30, 2006, transmitting the above
bill. The proposed bill contains the following key amendments to Chapter 14:
I) No alcohol in any County Park and Recreation facility without a permit;
2) Permits for alcohol allowed only at a limited number of nazrowly defined sites;
and 3) Permits for alcohol only during one time period (12:00 p.m. to 10:00 p.m.).
Comm. 937: AN ORDINANCE AMENDING CHAPTER 4 OF THE HAWAII COUNTY
(Bi11301) CODE 1983 (2005 EDITION), ANIMALS (replaces Chapter 4, Animals, Hawaii
County Code in its entirety by combining the better elements of Bill 4 {Draft 6}
and Bi11258, relating to animals).
From Councilmember Bob Jacobson, dated June 6, 2006, transmitting the above
bill. On April 18, 2006 the Public Safety and Pazks and Recreation Committee
postponed Bi114 {Draft 6} and Bill 258 pending redrafting of a single bill to
combine the better elements of each.

Comm. 22.91: AMENDS CHAPTER 4 OF THE HAWAII COUNTY CODE 1983
(Bi114) (2005 EDITION), ANIMALS (repeals the existing Chapter 4, Animals, and sets out
(Draft 6) anew Chapter regazding Animals)
From Councilmember Bob Jacobson, dated February 1, 2006, transmitting the
above Bill. The proposed new Chapter 4 contains the following key amendments to
the existing Chapter 4: 1) Provides the County the option of contracting with an
"animal care center" for animal control and care services; 2) establishes a
spay-neuter special fund, which will include all license, impoundment and kennel
fees and which will also consist of monies from Council appropriations, grants and
private contributions; 3) increases license, impoundment, and kennel fees and
establishes a new reduced license fee for dogs with an implanted micro-chip; 4)
standardizes fines; 5) clarifies what constitutes a noisy dog violation and procedures
for enforcement of same; and 6) broadens powers of enforcement and provides for
deputizing livestock owners to prevent attacks on their livestock; and

Comm. 798: AN ORDINANCE AMENDING CHAPTER 4 OF THE HAWAII COUNTY
(Bi11258) CODE 1983 (2005 EDITION, AS AMEMDED), RELATING TO ANIMALS
(replaces Chapter 4, Animals, Hawaii County Code in its entirety; replicates
Chapter 7, Animals and Fowl, of the Revised Ordinances of Honolulu, with a few
minor adjustments).
From Councilmember James Arakaki, dated Mazch 29, 2006, transmitting the above
bill. This version of Honolulu's ordinance contains provisions relating to the
following: cockfighting and related equipment, animal nuisances, dog licenses,
regulation of dogs, public spay and neuter clinic for dogs and cats, cat identification
program, and regulation of dangerous dogs. It also includes provisions regarding
licensed obedience trial, tracking and show dogs, sterilization of cats and dogs,
strict enforcement of strays and regulation of noisy animals (not just dogs); and
