To the Hawaii County Council,
am against B ill 301, Article 4, Sections 4-19 through 4-23, for the following reasons:
1. Cats do not tolerate collars well. They have been know to die from trying to claw them off, or getting the collar
caught on something and strangling.
2. Mandatory rules such at these will result in more people dumping cats, so we will end up with an even larger
feral cat population. Advocats is a 501c group run totally on donations and volunteer workers, who endeavor to
trap and neuter all feral cats to end the indisciminate proliferation of cats released into the wild. This is a humane
method of ending feral cat populations, but they are not well enough funded to handle the increase in feral cats
that these laws would create.
2. If it is decided that all cats must be indentified, shouldn't all Stale laws be consistant? Oahu law requires cats
be identified, either by collar or chip, but does not charge a licensing fee. Oahu law also allows up to 10 domestic
animals per household.
