TESTIMONY IN SUPPORT OF RESOLUTION 381-06 DRAFT 2

To: Hawaii County Council

We support the resolution calling for a moratorium on rezoning of property
in North and South Kona until the Community Development Plan is
approved by the Council.
We are seeing the same phenomenon here as happened in Honolulu several
years ago when developers were told more stringent rules would soon be
applied to building. During the time it took to start enforcing the new law,
dozens of building applications were approved as developers tried to start up
in order to avoid having to abide by the new rules.
This allows poor planning and poor developments that do not fall into the
overall Plan for the community-a Plan that is looking to the future and has
the support of the people. The Plan that so many hundreds of us have been
working on is well worth waiting for. Please do not allow premature
developments until the Plan is passed. Developments that are hastily
approved now may wreak havoc on the Plan for future growth.
We are desperately trying to contribute to a future Kona that will be a great
place to live. If we don't stop allowing willy nilly growth that serves no one
except a developer, we will all come to regret it as we are regretting the type
of growth that has already occurred.
We lived on Oahu for many years and saw the missed opportunity that
Honolulu had to do things differently and better. Maui was the same.
Please don't let us miss our one opportunity here. We won't have another
chance because it will be too late.
