SUBJECT: Resolution Authorizing the Mayor or His Duly Aut zed
Representative to Negotiate, Execute and Submit the
Necessary Documents for an Estoppel Agreement With the
National Electrical Benefit Fund for a Pre-Development Loan
With the Waikoloa Workforce Housing, LLC
The Hawaii County Housing Agency reviewed and approved the County of
Hawaii executing an Estoppel Agreement with the National Electricians
Benefit Fund (NEBF) for a pre-development loan for the Waikoloa
Employee Housing Project at its meeting on June 19, 2006, and voted as
follows:
AYES: J. Arakaki, S. Higa, F. Holschuh, D. Ikeda, V. Isbell,
B. Jacobson, A. Pilago, G. Safarik, P. Hoffmann - 9
NOES: None
ABSENT AND EXCUSED: None
The HCHA approved the county of Hawaii executing an Estoppel
Agreement because the Office of Housing and Community Development did
not have a Council resolution ready at that time. 2 am requesting
that the attached resolution be included on the Council agenda for
action at its July 7, 2006, meeting.

RE: Resolution Authorizing the mayor or His Duly Authorized
Representative to Negotiate, Execute and Submit the Necessary
Documents for an Estoppel Agreement With the National Electrical
Benefit Fund for a Pre-Development Loan With the Waikoloa
Workforce Housing, LLC
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the
Council of the County of Hawaii, this written request is submitted
with my approval that the above-referenced matter be waived from the
Hawaii County Housing Agency to the full Council for immediate
action. In reviewing this matter, timely approval is crucial to the
activities of the Waikoloa Employee Housing Project. It is therefore
advantageous that approval is granted and the matter placed onto the
July 7, 2006 Council agenda for review. However, in the event this
request is denied for whatever reason, I understand the matter shall
be referred to the Hawaii County Housing Agency for placement on its
future agenda.
