Dear Chairman Higa:
Re: Draft 2 of Bill 295 = r~
Submitted herein is a proposed Draft 2 of Bill 295. Draft 2 changes the phrase
"individual homeowners/lessees" to "individual homeowners". We believe that "lessees" is not
necessary as the language already indicates that the properties are to be leased. Since it is not
necessary to use the word, we would prefer to delete it in order to make it clear that this
provision is not intended to apply to the special purpose entity which will hold the lease on the
property. In addition, apartment renters will be lessees as well and this provision is not intended
to apply to them.
Thank you for your consideration of this amendment. We will be present at the County
Council hearing to answer any questions regarding the Bill and this amendment.
