I ask for your support for Resolution 381-06, Draft 2. Having worked with the
Kona Community Development Plan from the beginning, I feel that the process
is going forward with considerable momentum. It will be completed by the end
of the year, at which time there may be some changes recommended for the
General Plan. Allowing rezoning to continue during this period creates a shifting
terrain for the committee members who are attempting to analyze current situa-
tions and identify solutions. As you will be advised, other areas on the Mainland
and in Hawaii have undertaken such a move. It is within your authority to do so.
Because various KCDP meetings are scheduled this week, and because I have
additional time commitments scheduled for facilitators, I may be unable to testi-
fy in person. I want you to know that I do appreciate having the Council meet
here in Kona and that normally I would be present. Although I'm aware that you
have very long days on Tuesday and Wednesday, I hope that you might be able
to find some time to observe the KCDP in progress and that you might even be
able to talk to Mr. Longo, the consultant. The community wants this process to
succeed. They would be heartened by the move to postpone council action on
rezoning.
