Your Committee on Finance, to which was referred Resolution No. 379-06, reports as follows:
Resolution No. 379-06, transmitted by Council Vice Chair Virginia Isbell, via Communication
No. 916, dated May 23, 2006, directs the Clerk of the County of Hawaii to take necessary action
to place the chazter amendment proposed by Ordinance No. 06-60 on the 2006 General Election
Ballot.
The proposed measure relates to Ordinance No. 06-60, which amends the name of the
Depaztment of Civil Service, the titles of the director and deputy director, and the name of the
civil service commission.
Also, the proposed measure directs the Clerk of the County of Hawaii to take all necessazy steps
provided for in all applicable provisions of the Hawaii County Charter and the Hawaii Revised
Statutes, within the prescribed time limits, for placing the Charter amendment proposed by
Ordinance No. 06-60 on the 2006 General Election ballot for approval by the voters of the
County.
It also states that those actions include but not be limited to submission of the ballot question to
Dwayne D. Yoshina, Chief Election Officer of the State of Hawaii, prior to 4:30 p.m.,
September 8, 2006, pursuant to Section 11-119(b), Hawaii Revised Statutes, and publication of
the full text of the Charter amendment proposed by Ordinance No. 06-51 in the Hawaii Tribune
Herald and the West Hawaii Today, two newspapers of general circulation in the county, prior
to Saturday, September 23, 2006, the forty-fifth day prior to the 2006 General Election, pursuant
to Section 15-2, Hawaii County Charter.
Pursuant to Section 15-1, Article XV, Hawai`i County Charter, an ordinance proposing a Charter
amendment be adopted after three readings on sepazate days and passed by the affirmative vote
oftwo-thirds of the entire membership of the Hawaii County Council.
Also pursuant to Section 15-2, Article XV, Hawai`i County Charter, upon adoption of such an
ordinance, the Council shall by resolution provide that the proposed amendment be submitted to
the electors of the County for approval at the next general election and that the resolution shall
provide for the publication of the full text of the proposed amendments in at least two daily
newspapers of general circulation in the County at least forty-five days prior to submission to the
electors of the County.

Your Committee on Finance is in accord with the purpose and intent of Resolution No.379-06
and recommends its adoption.
