SUBJECT: Approval of an Appropriation Ordinance for the 2006
Workforce Investment Act Program
The Office of Housing and Community Development (OHCD) is
submitting a new Appropriation Ordinance for the 2006 Workforce
Investment Act (WIA) Program for Council approval at its next
meeting.
At its meeting on June 19, 2006, the Hawaii County Housing
Agency (HCHA) reviewed and approved an appropriation ordinance
for the 2006 WIA Program (Bill No. 307). We are requesting that
Bill No. 307 be filed. Bill No. 307 references amending last
fiscal years Ordinance No. 05-86 which ends on June 30, 2006. It
should have referenced fiscal year 06/07 Ordinance No. 06-79.
Therefore, attached is a new Appropriation Ordinance which
reflects the correct ordinance No. 06-79. The contents of Bill
No. 307 remains the same. Accordingly, I am requesting that this
appropriation ordinance be included on the Council agenda for
action at its July 7, 2006, meeting.

RE: Approval of an Appropriation Ordinance for the 2006 Workforce
Investment Act (WIA) Program
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the
Council of the County of Hawaii, this written request is submitted
with my approval that the above-referenced matter be waived from the
Hawaii County Housing Agency to the full Council for immediate
action. In reviewing this matter, timely approval is crucial to the
activities of the Workforce Investment Act Program. It is therefore
advantageous that approval is granted and the matter placed onto the
July 7, 2006 Council agenda for review. However, in the event this
request is denied for whatever reason, I understand the matter shall
be referred to the Hawaii County Housing Agency for placement on its
future agenda.
