Planning:
Subject: Proposed Resolution No. 381-06 To Council Action on Rezoning Applications in
the. Districts of North and South Kona Until the North and South Kona Community
Development Plan is Adopted By, Ordinance
The purpose of this resolution is to, postpone any action on rezoning applications
occurring in the districts of North and South Kona until the North and South Kona
Community Development plan is adopted by ordinance.
On behalf of the Pacific Resources Partnership, the labor-management relations
consortium representing The Hawaii Carpenters Union and its signatory contractors, I
am writing to express concern about the intended result of your resolution in resolving
transportation and infrastructure problems confronting the region outlined by resolution.

Though we laud the community development plan project objectives of inclusiveness,
partnerships, action-oriented, balanced; and contextual; we would respectfully ask for
equal considerations of alternative tools for financing needed infrastructure.
We look forward to your thoughtful deliberations in your consideration of the full extent of
this proposed resolution.
