Subject: Bill no. 301 Cat Registration - please do not support
Dear Council Members,
Although I do not see this issue on the Agenda posted at your website
for the Council meeting tomorrow - June 20, 2006, I understand that Mr.
Jacobson will put forward Bill 301 regarding Cat Registration for
Hawaii County residents. As a cat owner, I believe in neutering all
cats, domestic or feral, as a way of limiting the cat population of the
County. However, I am very much opposed to any attempt to require a cat
to wear a collar, or to require a license tag of some sort attached to
the collar. My cats are indoor/outdoor cats, and while they are
microchipped, I have never been able to keep a collar on them for any
length of time! I use the safe breakaway type - and it never fails - the
collar winds up in the yard somewhere. I will not use any other type of
collar because I have seen the unfortunate results - cats caught in the
underbrush by their collars, and in one case a cat with their leg caught
in the collar. I think requiring cat owners to try to adhere to this la
w would be futile and time consuming to the County. I do not understand
the intent of this bill. If you are seeking ways to limit the cat
population, please consider expanding the discounted spay/neutering
program now in place. Perhaps a spay/neuter mobile van that could assist
people in getting both dogs and cats neutered? With people having to
drive so far to work and get children to school, making arrangements to
get animals to a local vet during regular working hours can be a big
challenge. I feel that anything that can be done to make it easier for
working people or those without transportation to be more responsible
pet owners by helping them spay/neuter their animals would be a better
investment of county time and finances.
