Dear Council Members:
I have just learned about the existence of Bill 301, which seems to contain regulations about cat
registration. I have been unable to get a copy of this bill to see for myself, but I have been told it
includes language that states:
"The director of finance shall at the same time issue and deliver to the person an identification
tag of such form and design as the director of finance may designate with a serial number and
the year for which it is issued plainly inscribed thereon, WHICH TAG SHALL BE ATTACHED
TO A COLLAR AROUND THE NECK OF THE CAT FOR WHICH THE REGISTRATION HAS
BEEN ISSUED. "
I have always been concerned about putting a collar around a cat. It is too easy for them to get snagged
on a branch and then to hang themselves. I have two cats that I have had microchipped and put outside,
with quick release collars for their microchip tags. Both cats have thrown their collars and lost their
tags. I do not want to have to pay to replace the collars or tags, but I certainly do not wish to buy
sturdier collars and see these beloved cats hanging themselves.
My larger concern is for the "feral" or abandoned cats. I have personally trapped and paid to have vets
"fix" over 100 cats in the Kawaihae to Waimea area. Am I now supposed to try to re-trap all these cats
and have them microchippcd? The fact that they have their ears "tipped" shows that they have been
spayed or neutered. When I can pay $35 to have a cat fixed, and it costs me $25 to have it
microchipped, where do you think my money is best spent? To put it another way, for 51,000 I can
"fix" 28 cats, OR I can fix AND microchip only 16 cats.
I wish I had access to this Bill 301 so I could address it in more detail. I understand that you will be
discussing this bill Tuesday at 2 p.m. in Kona. Unfortunately I will be unable to attend.
I do hope you will consider all the ramifications of this bill before voting on it. If you can tell me where
I can view this bill, I would appreciate it.
