My name is Libby Kelson-Fulcher and I submit this letter in strong opposition to Bill No. 301, specifically Sections
4-19.
PLEASE DO NOT SUPPORT Bill No. 301, particularly Section 4-19, Registration fees for Cats, Section 4-20.
Issuance of Registration and tag for cats. Section 4-21 Proof of sterilization and micro-chip implanting.
Any form of collars with or without tags, will jeopardize the safety of cats in their natural environment. They
can get hooked up on just about everything. Pig hunters on record, have stated that they take their dog collars off
because of the dangers to their dogs from the terrain. Therefore it is easily understood that this
will also apply to cats. In fact, since they are lower to the ground than is the average dog, they could much more
easily get hung up in the lava rock, fern and general overgrowth. So it makes no sense whatsoever to
knowingly put cats in harm's way.
Also by using collars with tags, these animals would not be able to successfully hunt down rats and it has
been necessary for many to own a cat to deal with the rat overpopulation.
We are all relying on your gray matter and your sincere caring for keeping animals safe and out of daily danger, to
clearly see and understand that cat collars are not the solution, certainly not this regulated solution.
Also I notice that there is no provision or consideration for feral cats who obviously would not be in the running for
wearing a collar to begin with.
Finally and equally alarming is the limiting of households to only 4 pets each. To apply this restriction is
lucidrous and it is not (and should not be) under the province of our government, local or otherwise, for this is
still a free country.
