Aloha County Council Members,
I wish to express my opposition to Bill No. 301, Article 4, Section 4-19, Registration fees for Cats, Section 4-20,
Issuance of registration and tag for cats and Section 4-21, Proof of sterilization and micro-chip implanting.
With all of the issues facing this county I find it amazing that energy was wasted and is being wasted with these
matters. Common sense and any knowledge about cats should serve as reason enough not to support this bill.
The HIHS is already making strides at microchipping cats. Also, owner's can obtain numbered tags if
desired. This proposed registration with tags is redundant.
Cats and collars have always been a problem with regard to the animal's safety and the losing of the collars (and
tags.)
Many county residents and businesses are supporting the ongoing and growing Trap/Neuter/Return program as
the best workable and acceptable way to deal with abandoned cats and their offspring. This bill is contrary to the
TNR program that the County Council has supported in the past.
Implementation and subsequent enforcement of this proposed cat registration is totally unrealistic and fiscally
unsound.
However, I would support a requirement that animals to be reclaimed from the HIHS be microchipped at their
owner's expense.
