Barrea, 82-773 Kamakani Street, Captain Cook, Hi 96704 323-2290 Subject: Revisions of Chapter 4, Animal Control Laws Greetings: My name is Madelyn Barrea, I am a past manager/animal control officer of Hawaii Island Humane Society and have been the Executive Director of West Hawaii Humane Society since 1997. I have been trained in animal control by the National Animal Control Association and in law enforcement by Peter Carlyle. I agree with the testimony of Ginger Towle, and will not reiterate. However, I would like to add that even though the animal control contract falls under the police department, it is Hawaii Island Humane Society who was awarded the contract to enforce the animal control laws. It should be the humane society's responsibility, even in a vicious dog case, to investigate and do all of the follow up. The police department is too short handed and not trained to handle animals. They should only be called in if an animal control officer is having a problem with a person. As far as barking dogs go, seeing that they come under the noise nuisance law, I believe that the humane society should share the responsibility with the police. When a barking dog is reported to the police, it should be turned over to the humane society to do the investigation and follow up. The police should not waste their time on such things when it could be better spent. The council should only bring one set of revisions forward on animal control. It is too confusing to have two extremely different proposals presented. It would have been better if the council worked together and combined the pertinent items. I would like to suggest that Josie Morgan (Executive Director of Hawaii Island Humane Society) and Ginger Towle (President of West Hawaii Humane Society) work with a Corporation Council attorney to come up with a practical version of the Animal Control Laws. I would like to see Bobby Leithead-Todd work with these ladies, as she has been a council person, concerned with the welfare of the community and she is also an animal lover. Comm. No. Ref.
