Of course <br /> this is a public problem. Those people are not going to comply no matter what the law is. Why punish <br /> the many to catch the few? A little investigation would identify those who are not competent. <br /> As to feral cats - Having lived in Ocean View in the past I remember the misery of swarms of rodents <br /> during the years feral cats were killed off. I have fenced one full acre for my 4 dogs and I do have one very old cat <br /> who is a wonderful mouser. I guarantee my animals will never cost the county anything. However; <br /> consider the multi-family, multi-friend households with 6 o 10 (mostly unemployed)adults and 12 or 15 <br /> children (and you know they exist). Cost to the county and tax payers - look at food stamps, additional <br /> law enforcement needed, FREE public schooling, free health care, wellfare and all that comes with that. <br /> Requiring that cats be collared is dangerous to their health. Most pig hunters don't collar their dogs <br /> for safety reasons. Limiting the amount of pets responsible pet owners can have is not necessary. It's <br /> time to attack the real financial drain and public problems in this county. Don't waste time and money <br /> on licensing cats and limiting pets.
