Box 583 Kealakekua, Hawaii 96750 June 18, 2006 The Honorable Stacy Higa, Chairman And Members of the County Council Hawaii County Council 25 Aupuni Street Hilo, Hawaii 96720 Re: Comm. 937/13ill 301- Chapter 4 - Animals Dear Chairman Higa and Council Members: If you decide to include Section 4-9 in the subject bill - regarding the number of domesticated animals permitted per dwelling unit in a residential district - it seems only just and kind to allow for a "grandfathering" of the pets currently kept by a person in a residential zone, as long as the pet owner agrees to abide by the new ruling, once their animal population naturally reduces itself. Otherwise, in my opinion, you will be subjecting many responsible pet owners to psychological cruelty, stress and anguish, not to mention the possibility of the loss of life to their pets. A second way to more equitably deal with this issue could be a reasonable year limit in the future - say ten years - that allows for the natural passing of pets in their home, to bring a responsible pet owner into compliance.
