SUBJECT: Arbitration Results, SHOPO
Bargaining Unit 12 and Employees Excluded from BU12
In accordance with Section 89-11(d), HRS, attached for council action is a resolution to approve the
cost items decided upon by the arbitration panel for BU12. The azbitration decision covers the period
from July 1, 1997 through June 30, 1999. Cost items presented for your consideration are a
continuation of step movements during the two years covered, a 2.69% across-the-boazd increase on
January 1, 1998, an increase of $10.00 per month in the standard of conduct differential, an increase of
$.10 per hour in night differential, and an increase of $32.00 per month in the canine handler
allowance.
In the arbitration decision written by C. Allen Pool, the impartial panel chairperson, the panel
acknowledged the economic difficulties of the employers, and the azbitration decision reflects this by
awarding a pay increase which is comparable to what has been negotiated for other bagaining units
(BU11, BU03, BU63, BU04, and BU84), resulting in an estimated 5.19% increase to base pay during
the two years covered by the decision.
Attached as an exhibit to the resolution is a schedule showing the total cost of these vazious
adjustments over the two years of the contract. If approved by the legislative bodies of all
jurisdictions, the increased costs for this fiscal yeaz will be covered by the Provision for Compensation
Adjustment appropriation in the current budget.
