RE: Donation of a book, "The New World of Police Accountability"
from Paul M. de Silva
Pursuant to Article 30, Section 2-162(b), Hawaii County Code 1983 (2005
ed.), we seek your approval for the acceptance of a donation of a book entitled
"The New World of Police Accountability," from Paul M. de Silva.
Mr. de Silva, a former Hawaii County Police Commissioner, has indicated
a desire to donate this book to the County of Hawaii Corporation Counsel.
Selected portions of this book will be very helpful to the Hawaii Police
Commission, whose members are presently reviewing the existing complaint
review procedures and exploring improvements to this system.
The value of this book is $68.
Your favorable recommendation for the acceptance of this donation would
be appreciated.

RE: Communication No. 967 A donation of a book, "The New World of Police
Accountability" from Paul M. de Silva.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
