INTRODUCTION 1.1 Executive Summary The County of Hawaii transfer station system was developed in the 1970s on the island, with the most recent major construction in the 1990s. Repairs and maintenance have been deferred and we are now faced with major reconstruction at many transfer stations. Each of the transfer stations has been thoroughly inspected and Solid Waste Division (SWD) staff has developed a rating method based on the condition and utilization of each facility. These inspections and rating system have been used to develop a Five-Year Repair Plan. The safety of the County SWD workers, environment, and users were heavily weighted in the rating system. Using this system, staff has determined that the Volcano transfer station is in the most immediate need of reconstruction. Another component of the repair and enhancement plan is recycling. Community based recycling at the transfer station is proven to be an effective means of diverting disposable commodities from our landfills. As recycling opportunities are becoming more widely available, there has been a corresponding increase in our diversion rates. This repair and enhancement plan identifies specific recycling goals for each transfer station. Among the most significant of these added services are drop-off sites for greenwaste and white/bulky goods. New drop-off sites for greenwaste and white/bulky goods are identified at Pahoa, Glenwood, Waiohinu, Keauhou, Kaauhuhu, and Waimea. As these improvements are implemented staff will continue to monitor utilization and the needs of the community to determine if additional sites are appropriate. 1.2 Purpose This Transfer Station Repair and Enhancement Plan (TSREP) was prepared to inventory and appraise the County of Hawaii, Department of Environmental Management rural municipal solid waste collection system. The TSREP identifies the most pressing needs for repairs and enhancements to this system. The activities outlined in this TSREP constitute capital improvements and reconstruction. Twenty (20) of the twenty-one (21) transfer stations are currently being operated through Solid Waste Management Permits issued by the State of Hawai'i Department of Health (Permit Numbers CC-0008-02 to CC-0027-02). The transfer station located in Milolil is currently awaiting approval by the State of Hawai'i Department of Land and Natural Resources for a zoning clearance as a Transfer Station Repair and Enhancement Plan 2 February 2006 permanent solid waste collection facility. The State of Hawai'i recognizes each transfer station as a "convenience center" since each facifity is permitted to receive no more than 40 tons of waste per day. This TSREP describes the work that will be performed to restore and improve various transfer stations located throughout the County. It provides a detailed analysis of each transfer station and prioritizes the necessary repairs and enhancements 1.3 Site Locations and Descriptions There are currently twenty-one (21) transfer stations or "convenience centers" operating within the County of Hawaii, covering all nine (9) districts of the Big Island. Solid waste collected at these facilities is transported by SWD personnel to either the South Hilo Sanitary Landfill or the West Hawaii Sanitary Landfill for disposal. A site location map identifying the locations of all current and proposed County solid waste management facilities is included on the next page. Each transfer station is limited by permit to accept only residential refuse, which is collected in seventy-five (75) cubic yard capacity compactor trailers. However, the lack of security fences and personnel do not prevent commercial or businesses from utilizing the transfer station. Enforcement is not a high priority, and the lack of suitable alternatives for the commercial and business sector of the County, forces them to be in violation of the residential refuse regulations. Currently, East Hawai'i (Pahala to Honomu) waste is transported to the South Hilo Sanitary Landfill and West Hawai'i (Waiohinu to Waimea) and Northeast Hawai'i (Laupahoehoe to Honokaa) waste is transported to the West Hawai'i Sanitary Landfill. Commercial waste and hazardous waste are prohibited at all transfer stations. Without appropriate security or personnel to inspect the wastes placed in the transfer stations, it is virtually impossible to provide assurance to the Department of Health that prohibited items are not in the waste stream. Nine (9) of the County's busiest transfer stations are partially staffed with private security guards during a normal twelve (12) hour operation day. Eight (8) of these transfer stations are gated. The gated transfer stations are located in Kealakehe/Kailua, Keauhou, Puako, Waimea, Honokaa, Papaikou, Hilo and Keaau. The transfer station in Pahoa is currently not gated but is partially staffed with a private security guard. The other twelve (12) transfer stations are open to local residents from sunrise to sunset. All but seven (7) of the transfer stations have stationary hydraulic compaction units that are used to operate the compactor trailers. The other transfer stations utilize portable compactor units situated on SWD pick-up trucks. These mobile units are used at all stations during emergencies or when the stationary units are Transfer Station Repair and Enhancement Plan 3 February 2006 out of service for maintenance. Refuse is compacted at each of the transfer statkms three (3) to four (4) times per day by roving SWD transfer station attendants. The Milolii transfer station has a roll-off container that is hauled twice a week by a private contractor to the West Hawaii Sanitary Landfill. Transfer station attendants maintain the transfer station's cleanliness and reduce the refuse volume in the compactor trailers while they are at the station. The transfer station attendants and security guards report any unusual occurrences and also periodically monitor refuse haulers for disposal of prohibited materials at the transfer stations. Dust, litter and vectors are minimized due to daily custodial activities and the continual transport of the refuse filled compactor trailers to the landfills. Transport of compactor trailers to the landfills is not necessarily dependent on the load weight, but is dependent on available personnel and transportation equipment. Transportation cycles vary from once a day per trailer for the heavily used Hilo transfer station to about once every three (3) to four (4) days at the Kalapana transfer station. Refuse fires at the transfer stations have occurred due to public carelessness (or vandalism) in dumping lighted cigarettes, hot coals or exploding fireworks within the compactor trailers. Response time by the County Fire Department and SWD personnel has been effective in minimizing extensive damage and restricting fires to the compactor trailers and chutes. Repairs and maintenance to transfer station equipment is provided by Department of Public Works on an emergency or time available basis. Transfer stations in Kealakehe/Kailua, Keauhou, Waimea, Laupahoehoe, Honokaa, Kaauhuhu/Hawi, Puako, Keaau, Waiohinu, and Hilo have an onsite water supply. Several of the transfer stations are used by private recyclers or local community groups for collection of select materials. R certified contractor conducts household hazardous waste collection events bi-annually (June/December) at the Hilo and Kealakehe/Kailua transfer stations. The SWD intends to enhance all transfer stations in order to increase recycling opportunities throughout the County. These enhancements will include the establishment of additional recycling bins and collection facilities at all transfer stations. These facilities include, but are not limited to, two (2) active landfills and twenty-one (21) transfer stations. Additionally, the SWD provides island-wide hauling operations between the two (2) active landfills (South Hilo and West Hawaii Sanitary Landfills) and the transfer stations. The SWD maintains operations baseyards in South Hilo, Waimea, and Kealakehe, Kona. The island-wide duties are handled with a work force of approximately seventy (70) full time, permanent employees. The Transfer Station system was established in the 1970s as a means of transitioning from local dumps to a centralized landfff system. Many of the facilities were originally established as a temporary means of providing for the immediate needs of the communities. These facilities were built inexpensively and where not intended for long term permanent use. Since the transfer stations were original constructed, few maintenance or improvement projects have been executed. Components of the facilities have deteriorated and we are experiencing local failures at numerous sites. Additionally, our Big island community has grown and some of the transfer stations are not sized adequately to meet the needs of the expanding communities they serve. Analysis of the utilization and the existing condition of our transfer stations demonstrates that many of the sites need complete reconstruction. Transfer Station Repair and Enhancement Plan 7 February 2006 2. OBJECTIVE 2.1 Overview The intent of the TSREP is to inventory the current transfer station system, identify the need for repairs and enhancements, and prioritize this work. Detailed inspections have been performed and the utilization records have been analyzed in light of the census data. It is the intent of Hawaii County to continue to use local transfer stations to meet the long-term needs for residential municipal solid waste collection. The repairs and improvements identified in this plan are intended to meet the needs of our community for the next twenty (20) years and beyond. 2.2 Standardized Plans Analysis of the existing transfer stations shows a wide variety of layouts and construction materials. Some of these have performed well while others have been problematic. The most effective components have been combined to develop a standardized transfer station plan. Uniformity at the transfer stations will ensure safety, regulatory compliance, and reduce the long-term maintenance and repair costs. Also considered in the development of the standardized transfer station plan was the construction process. Long term closure of any transfer station for reconstruction is unacceptable to the communities that use it. Any closure is an inconvenience and may contribute to illegal dumping. Therefore, this standardized transfer station plan is designed to minimize the time required for construction and in some cases will not require any significant closure time. In most cases, reconstruction of an existing transfer station will include the addition of a new refuse chute. In these instances, the existing chute(s) will remain operational while the new facility is constructed. The construction will be phased such that users will be shifted to the new chute prior to demolition and reconstruction of the deteriorated chute. 2.3 Site Prioritization Each of the transfer stations have been inspected and rated in four areas: structural adequacy, functionality, safety, and regulatory compliance. Each of these areas has been assigned a weighted value, the some of which adds up to the overall score of each transfer station. This system insures a uniform means of comparing the facilities. Existing utilization and anticipated growth has also been considered in developing priorities for repairs and enhancements. Every transfer station has been analyzed and rated, but in prioritizing the work to come, consideration has been given to the next five years only. Each year, this five-year plan will be updated and will therefore reflect the changing needs of the Users and conditions of the facilties. 2.4 Five-Year Plan The Five-Year Repair Plan, as identified in the table below, will address the most pressing needs for major construction activities. There are numerous other projects of a much smaller scope that have not been identified on this plan. These projects include repair and installation of wind breaks, enhancements of safety measures, and collection systems for contact water (ieachate). 2.5 Recycling The County's current General Plan addresses the need for increased recycling under the section on Environmental Quality. The General Plan calls for encouraging recycling of agricultural and municipal waste. With regard to public facilities, the General Plan calls for the development of improved disposal options and/or new transfer stations in areas currently not served such as Ocean View and Waikoloa. The County is proceeding on these developments through its capital improvement planning process and in working directly with the community. There is no municipal curbside rubbish pickup and less than 15% of the island's single family households are contracted with private vendors for curbside rubbish pick-up services. Since most of the residential sector disposes of waste at rural transfer stations, it is necessary to offer recycling options at those sites in order to increase recycling of municipal waste and divert materials from the Transfer Station Repair and Enhancement Plan 1 I February 2006 landfills. At this time, the public has limited recycling options for traditional recyclables, greenwaste, bulky items, and white goods. The introduction of the State's new Beverage Container Deposit Program on January 1, 2005 has increased the public's awareness of recycling, as well as their demand for convenient locations to take recyclables. Three full-service recycling convenience centers currently operate in the County at the Hilo, Kea'au, and Kailua-Kona (Kealakehe) Transfer Stations. Two of these projects were funded by the Environmental Protection Agency (EPA) through a grant to the County and a third round of funding has been secured to provide recycling options in North Hawaii. Operations of these grant-funded recycling centers has been continued by the County through contracts with private vendors. Both pilot projects at Kea'au and Kailua-Kona surpassed diversion goals established in the grant request. At Keaau, between 20-25% of solid waste previously disposed at the transfer station is now being diverted from the landfill. At Kailua-Kona, the grant-funded project successfully trialed a mixed recycling stream approach that minimizes space required for recycling facilities. This system serves as a model for recycling at rural transfer stations that have limited space. Public response to these projects has been excellent and indicates that additional facilities at transfer stations will significantly impact the County's overall diversion rates. Recycling options have been made available at many of the transfer stations. This has been accomplished by adding dumpster bins and roll-off containers at the transfer station sites. However, additional work is required. The existing and desired recycling facilities have been identified on the Inventory and Appraisal form in the appendix. Of primary concern is the addition of rural green waste and white/bulky good collection. While not appropriate for every transfer station, these additional collection sites must be established to maximize diversion of these recyclable materials. There is a need for further improvements to provide better access for the users of these facilities. The height of the recycling roll-off containers, uneven ground surface, and wind are among the issues that make utilization of these facilities difficult. Installation of a ramp system at the roll-off containers will help to provide the users with easier access and will promote more uniform utilization of these containers. Paving will also improve access to these recycling facilities,. These recycling enhancements will be included with the repairs and enhancements identified in the Five-Year Plan.
