Subject: Put question about Open Space and Natural Resources on November ballot;
Dear Mayor Kim and Hawaii County Council Members:
Some of you may remember me from the hearings on the smoke-free ordinanance in public places on the Big
Island. Unfortunately, the Big Island ordinance exempted stand-alone bars, as if the lung health of bar workers is
not as important as that of other BI residents.
I hope that education around the dangers of second-hand smoke, including the recent Surgeon General's
announcement, has extended to other areas related to air quality here on our vog-polluted island.
I spent dozens of hours collecting signatures, only to be frustrated by unrealistic criteria and by
conflicting instructions. Fern Forest residents use only their box number, and many do not know their lot
address. But they ARE registered voters, many are long-term residents, and their signatures should have
counted. While I should have checked for the "required" elements, I can't believe that signatures were
disqualified because 2006 was not written in the date column.
With regard to second-hand smoke exposure, the "people" eventualy prevailed, and the State "did the
right thing." The people who signed the 2% petitions, and many more who could not for whatever
reason, are depending on the Mayor and the Council to give voters the chance to "do the right thing" by
the land, water, and air of the Big Island.
Please do whatever it takes to provide voters with a choice in setting aside 2% of the property tax each
and every year for Open Space and Natrual Resources acquisition and in eliminating the limit of $5
million that can be held in the fund. Please don't comprosme the long-term health of the people for
short-term development dollars. I'm looking forward to a discussion at the July 19th, 9:00 AM, Council
meeting.
