Subject: Open Space and Natural Resources Ballot Initiative
Dear Mayor Kim and Hawaii County Council:
I am sad to say that I am not that surprised at the county's handling of the petition drive to put the Open
Space and Natural Resources initiative on the ballot. Mayor Kim, You were first elected mainly because
people believed you to be honest and competent. This was based on your experience as chief of Civil
Defense. We trusted you to organize us in natural disasters or if attacked, but your administration can't
even set forth and fairly enforce clear rules for a ballot initiative? Good grief! Invalidating signatures
because the voter omitted St. or Ave. from their address? What has that got to do with representative
democracy? You know, I've lived here over 30 years and I'm positive I've never missed a single piece of
mail because "Street" or "St." wasn't included on the envelope. And somehow I managed to vote when
my only mailing address was a P.O. Box!
The real full time citizen/residents/locals of the Big Island feel under attack by rampant, unchecked,
unregulated and improperly planned development. Nothing is sacred. No rain forest, no watershed, No
patch of a'a is safe! Our roads are clogged we have almost no parks or access to beaches and all we ask
of you at this point having given up hope of you doing the right thing yourselves as our so-called
representatives is to let the voters have a chance to decide!
PLEASE PUT THE QUESTION ON THE BALLOT AND LET HAWAII COUNTY VOTERS
DECIDE IN NOVEMBER TO MODIFY THE EXISTING Open Space and Natural Resources
ORDINANCE BY MAKING THE FOLLOWING CHANGES:
1-To set aside 2% of the property tax each and every year for Open Space and Natural resource
acquisition and
2-to eliminate the limit o£$5 million that can be held in the fund.
