Angel; Isbell, Virginia; counciltestimony@co.hawaii.hi.us Subject: Open Space and Natural Respurces Ordinance: Put On Ballot An Amendment To Set aside 2% Property taxes DEAR MAYOR KIM AND HAWAII COUNTY COUNCIL MEMBERS: I am writing to ask that the evident and spoken will of the people please be honored by putting the following question on the ballot. Really so incredibly simple. Then we let Hawaii County Voters decide for themselves in November, whether or not to modify the existing Open Space and Natural Resources Ordinance by making the following changes: 1)To set aside 2% of the property tax each and every year for Open Space and Natural resource acquisition. 2) to eliminate the limit of $5 million that can be held in the fund. Over 9,000 people have signed the Petition asking just that. A lot of effort, time, concerned action, caring, determination and commitment have gone into sustaining this strong request through conflicting and changing Instructions from the County as to the timelines and through the stringent application of arbitrary and ambiguous criteria that the County has imposed on this process. Citizens have been frustrated but have continued with the bigger picture and higher goal in mind. I join thousands of others in asking the County to include signatures of voters that: 1- forgot to write their street. avenue. or highway suffix as part of their residence addresses 2- forgot to put the year 2006 in the date column. Both of these criteria are clearly implied. We believe that the County should be using petition information to qualify signatures, not looking for insignificant reasons to disqualify voter's signatures, which is clearly the impression that has been given by the County. Please put the question on the November 2006 Ballot nowt Let us be together in caring for our growth, prosperity and malama-ing of our people, our land and our County.
