Angel; Isbell, Virginia; counciltestimony@co.hawaii.hi.us Subject: Open Space and Natural Resources ORDINANCE Aloha Mayor Kim and County Council, It is becoming increasingly frustrating for those of us concerned about our Open Space and Natural Resource Ordinance. The current ordinance needs modification. Petition drives are actively trying to move this issue to the November ballot, but have been met with conflicting deadlines and disqualifications that seem excessively critical. If the County Council can not make the modifications then they could vote among themselves to move this issue to the November ballot to allow all county residents to have a voice. The modifications needed are: 1. To set aside 2% of the property tax each and every year for Open Space and Natural Resource acquisition and 2. To eliminate the limit of $5 million that can be held in the fund. Citizen input is frequently requested by the county. When an issue finally touches us enough to take an active part in our community, and we are met with obstacles to limit our involvement, it sets a negative tone that impacts future citizen response.
