RE: VETO MESSAGE
BILL 171 DRAFT 2 - RELATING TO AN AFFORDABLE HOUSING
POLICY FOR THE COUNTY OF HAWAII
Dear Chairman Arakaki and Members:
In accordance with Section 3-12 of the Hawaii County Charter, I am
returning Bill 171, Draft 2, to you disapproved.
I concur with the need to review and readjust our existing housing
policy, but find this Bill to leave too many questions unanswered.
For example, there is no provision for those who have made payments
in advance of their obligation. Neither does the Bill address the
case of obligations that have accrued prior to the approval of this
Bill. Further, it leaves open the treatment to be afforded to those
who have acquired existing credits.
I am returning this Bill in the hope that these matters will be
addressed. I appreciate your efforts to deal with those difficult
issues, but can not approve a Bill which leaves open so much
possibility for future controversy or litigation.
