SUBJECT: Proposed Resolution 402-06, Draft 2 to Amend the Rules of Procedure and
Organization of the Council of the County of Hawaii Relating to Meetings
Attached for the Council's favorable consideration at its July 19, 2006 meeting is
proposed Resolution 402-06, Draft 2 with the following amendments per discussion at July 6,
2006 Planning Committee meeting.
Resolution 402-06, Draft 2 proposes to amend Rule No. 2 by specifying January 1, 2007
as the start date for the new meeting schedule. Draft 2 states that the new meeting schedule shall
remain in effect for at least one year, subject to possible Council review in December 2007.
Draft 2 also states that videoconferencing shall be provided for all West Hawai'i meetings.
The amendments proposed in Draft 2 are intended to give Council staff adequate time to
allocate staff and resources for West Hawaii meetings. The amendments specify a start date of
January 1, 2007, which gives Council staff at least five months lead time to budget for and
implement the new meeting schedule and videoconferencing technology.
I humbly request that you distribute the proposed Draft 2 of Resolution 402-06 prior to the
July 19, 2006 Council meeting.
