F-2, proposed by the Planning Director, would change the County Land Use Designation of almost 100 acres on the Pali, directly above the Conservation area over Kealakekua Bay, fromImpoutant Agdcultura[Lands toRural. Rural Land use Designation as defined in the Hawaii County General Plan has "typical lot sizes of 9000 sq. to 2 acres." F-2 would create the opportunity for present and future developers and lot owners to apply for rezoning in the hopes of further sub-dividing land which presently has lot minimums of 2 acres or more. Although the amendment says "it does not imply support for rezoning", a letter from Planning Director Chris Yuen to the owners of nearly 100 acres, Captain Cook Ranch LLC., Nov. 7, 2005, also says, "The proposed LUPAG Map amendment will not change the current zoning of the properties, but it will be an important consideration if rezoning or other land use changes are sought in the future". If enacted, F-2 creates the opportunity for new rezoning and subdivision applications to occur over an indefinite length of time. Rural Designation can allow houses on 1/2 acre lots. F-2 affects nearly 100 acres above K-Bay. There would be no way to accurately assess the ongoing impact of development on Kealakekua Bay and Marine Preserve. F-Z, proposed by the Planning Director, would change the county Land Use Designation of almost 100 acres on the Pali, directly above the Conservation area over Kealalcekua Bay, from Important Agricultural Lands to Rural. Rural Land use Designation as defined in the Hawaii Courrty General Plan has "typical tot sizes of 9000 sq. ft. to 2 acres." F-2 would create the opportunity for present and future developers and lot owners to apply for rezoning in the hopes of further sub-dividing land which presently has lot minimums of 2 acres or more. Although the amendment says "it does not imply support for rezoning", a letter from Planning Director Chris Yuen to the owners of nearly 100 acres, Captain Cook Ranch LLC., Nov. 7, 2005, also says, "The proposed LUPAG Map amendment will not change the current zoning of the properties, but it will be an important consideration if rezoning or other land use changes are sought in the future", Nenacted, F-2 creates the opportunity for new rezoning and subdivision applications to occur over an indefinite length of time. Rural Designation can allow houses on'/2 acre lots. F-2 affects nearly 100 acres above K-Bay. There would be no way to accurately assess the ongoing impact of development on Kealakekua Bay and Marine Preserve. Coastal Zone Management scientific procedures have yet to be devised and implemented to predict Non-Point source pollution problems and Cumulative and Secondary Impacts of development on Coastal Waters. Simply leaving any future rezoning and subdivision applications up to the discretion of the Planning Department and Commission at that time is not adequate protection for K-Bay and the Marine Preserve. These are fragile ecosystems of coral reef, tropical fish and dolphins skeady stressed by human use. The General Plan is mandated to protect Natural Resources, Natural Beauty, Coastal Resources and Unique Habitat. Kealakekua Bay and Marine Preserve are ALL of these. They deserve the most vigilant protection. F-2 opens the door to possible higher density development of almost 100 acres above K-bay. It does not serve to protect this Natural Treasure belonging to all of us.
