HONOLULU, HAWAII 96809 July 13, 2006 VIA FACSIMILE (808) 961-8912, ORIGINAL BY MAIL Mr. Stacy Higa, Chairperson Hawaii County Council 25 Aupuni Street, Room 209 Hilo, Hawaii 96720 Re: Testimony in Support of Resolution No. 383-06 (the "Resolution') Dear Chairperson Higa and Members of the County Council: The State of Hawaii Department of Land and Natural Resources ("DLNR") is the owner of approximately 300- acres of land adjacent to the Honokohau Small Boat Harbor. These lands represent a portion of the lands that are the subject of the afore-referenced Resolution. DLNR strongly supports the Resolution and the proposed amendments to the County of Hawaii General Plan. On November 18, 2005, DLNR entered into a development agreement with Jacoby Development, Inc. ("JDr'), which allows JDI to pursue the development of a master-planned, mixed-use project called Kona Kai Ola. Kona Kai Ola is to be developed on DLNR lands and an adjacent 200-acre parcel leased by JDI from the Department of Hawaiian Homelands. The development agreement between DLNR and JDI is the result of an extensive Request for Proposals process and subsequent negotiations with JDI. The successful development of Kona Kai Ola would provide the State and County of Hawaii with much needed public facilities and infrastructure, including recreational boating facilities, roadways, and utility infrastructure. It would also generate substantial revenues to the State and County, including lease rent and real property tax revenues. The amendments to the General Plan proposed in the Resolution are necessary to the development of the Kona Kai Ola project. This is because development of the resort and timeshare facilities as part of the project is necessary to fund and facilitate the construction of the various public facilities and infrastructure. - Thank you for this oppo ity to testify on this matter.
