Your Committee on Planning to which was referred Communication No. 931, reports as follows:
Communication No. 931, transmitted by Mayor Harry Kim, dated June 5, 2006, nominates the following
individual(s) to the County of Hawaii Kailua Village Design Commission:
Council District 8 -Theresa L. Andreae, a 27-year resident of Hawaii was ateacher/director at Hawaii
Montessori Schools from 1992 to 1998. Ms. Andreae is a member of the Kona Outdoor Circle and Kona
Historical Society and states she is not affiliated with any political party. If confirmed; Ms. Andreae will
serve a term to expire December 31, 2007.
Council District 8 -Stephen J. Herbert, a 54-year resident of Hawaii, is the owner of Stephen J.
Herbert P.E., Inc. and, from 1995, has been self-employed as an engineer and construction manager. Mr.
Herbert is a current member of the Kona Executive Association and St. Michael's Church construction
group and states he is not affiliated with any political party. If co~rmed, Mr. Herbert will serve a term
to expire December 31, 2007.
Council District 7 -Cynthia L. Hope, a 5-year resident of Hawaii, has been involved in resort design
and development as an architect, designer and landscape contractor. Ms. Hope states she is not affiliated
with any political party and, if confirmed, will serve a term to expire December 31, 2007.
Council District 8 -Fanny Au Hoy, alife-long resident of Hawaii, is currently the Palace Administrator
of Hulihee Palace. Ms. Au Hoy states she is not affiliated with any political party and, if confirmed, will
serve a term to expire December 31, 2008.
Council District 7 -Sally Marone, a 3-year resident of Hawaii, retired in 1980 from Western Contract
Furnishers where she worked in design and space planning. Ms. Marone states she is a Republican and, if
confirmed, will serve a term to expire on December 31, 2008.
Council District 7 -David M. Ross, a 29-yeare resident of Hawaii, is the owner of Ross Engineering,
Inc. and has been self-employed as a civil engineer since 1998. Mr. Ross states he is a Republican and, if
co~rmed, will serve a term to expire on December 31, 2008.
At the June 20, 2006 Committee on Planning meeting Mr. J. Curtis Tyler presented testimony in
support of the nominees, noting that he himself once served on this commission. Mr. Tyler
noted that the members should review the Ordinance with respect to their authority and it was
very important for members to know what items they are authorized to consider and comment
on. He thanked the nominees and wished them well in their volunteerism.

Following calling of the nominees by Committee Chair Pilago, Fanny Au Hoy and Sally Marone
were in attendance at today's meeting and provided committee members with a brief
introduction of themselves. Nominees Theresa Andreae, Stephen Herbert, Cynthia Hope and
David Ross were not present.
Corporation Counsel Lincoln Ashida stated he reviewed the applications of each individual and
certified to the Committee that all of the nominees met the requirements of the statutes. Mr.
Ashida noted that nominees must satisfy certain criteria to qualify such as, among other things,
having design knowledge and knowledge of Kona and be approved by the Council.
Council Vice Chair Virginia Isbell noted that since Ms. Au Hoy and Ms. Marone were present
for the meeting today, they need not appear for final confirmation at the next council meeting.
Corporation Counsel Lincoln Ashida stated he was not sure why the other nominees were not
present, especially since notifications were sent and noted he would check with his staff.
Council Member Ikeda stated that these nominations and appointments seemed more of a
regional matter as opposed to an island-wide matter and wondered if the nominations need
council approval at all. Mr. Ashida stated the Mayor's communication doesn't specify one way
or another if council action is necessary.
Committee Chair Pilago clarified that this matter does in fact have to move to the full council for
approval.
Mr. Ashida stated that if all nominees were confirmed, the Kailua Village Design Commission
will be fully staffed with two members' term expiring at the end of the year and replacements
pursued. Mr. Ashida escorted Ms. Marone and Ms. Au Hoy to be greeted and congratulated by
members of the Committee.
Pursuant to Section 25-7-2, Hawaii County Code, the Kailua Village Design Commission shall
consist of nine members who shall be appointed by the mayor with approval by the Council.

Your Committee on Planning is in accord with Mayor Kim's nomination of Theresa L. Andreae, Stephen
J. Herbert, Cynthia L. Hope, Fanny Au Hoy, Sally Marone and David M. Ross to the County of Hawaii
Kailua Village Design Commission and recommends their confirmation.
