Waste Reduction Facility Design-Build-Operate
Monthly Update -July 14, 2006
• Solicitation and Contract Document Preparation
R. W. Beck Inc. received and incorporated comments from Hawkins Delafield &
Wood LLP and County staff following last month's internal distribution of the
solicitation documents.
On July 3, 2006 R. W. Beck Inc. and Hawkins Delafield & Wood LLP furnished
copies of DRAFT Volumes I (Front-end) and III (Technical Appendices to the
Service Contract) of the Stage 2 RFP to the Short-listed Proposers for their
review. Some specific issues were highlighted to get specific Proposer feedback
and comments are expected by the end of July. Rick Sapir from Hawkins
Delafield & Wood LLP and Kyle Rhorer from R. W. Beck Inc. have spoken with
representatives of all three short-listed teams, discussing expectations for the
Stage 2 RFP review process.
Hawkins Delafield & Wood LLP also distributed a DRAFT Volume Il (Service
Contract) for internal team review. They expect to receive comments, follow-up
on outstanding issues and distribute a DRAFT to the Short-listed Proposers by the
week of July 17, 2006.
Upon receipt of Proposer comments, the Consultants will consider substantive
comments and follow-up with Proposers prior to issuing the Final Stage 2 RFP.
R. W. Beck Inc. continues to work with staff at HELCO to coordinate work and
ensure that interconnection can be made with the Waste Reduction Facility and a
Power Purchase Agreement can be reached.
• Environmental Impact Statement /EISPN
The responses to the comments on the EISPN were finalized by the EISPN team
and are expected to be mailed soon. At that point the EISPN process will be
completed. The EISPN team expects to deliver an exit memo on the project to the
Department of Environmental Management on July 15, 2006.
• Presentations and Workshops
The team anticipates a meeting with the Council Committee on Environmental
Management on August 22, 2006 regarding the Stage 2 RFP.
¦ Project Schedule
The anticipated issuance date for the Stage 2 RFP is August 25, 2006.
The anticipated contract execution date continues to be March 2007.
