December 2, 1997 Hawaii County Building C;_; 25 Aupuni Sheet - ~ Hilo, Hawaii 96720 ~ ~ _ r,: To: Bobby Jean Leithead-Todd, Councilmember - 1 1L From: Cheryl Sumida, Legislative Auditor Assistant Regarding your questions relating to the proposed Affordable Housing Policy, Bill No. 171, my comments are as follows: Technical comments 1. Question whether the scope of the bill's body being broader than the title of the bill is okay: Re-establishing a chapter on HOUSING but references only Affordable Housing Policy. 2. Re-establishing Chapter 11 rather than adding a new chapter to the code. Would Chapter 1 I be still available after being repealed? What if the codifiers put the Public Access Code in Chapter 11? Deleting all reference to "11" and leaving it up to the codifiers to decide. 3. Section 11-3. Definitions. (a) should be inserted before using (I), (2), etc. or change (I), (2) to (a), (b), etc. 4. Semi-colon after Section 11-2(1), (2), (3) and semi-colon after (4) followed by "and." 5. Add definition of "Agency" to mean "Hawaii County Housing Agency" and change all reference from Hawaii County Housing Agency to agency. 6. Section 11-4(a)(1) -numbers and % should be spelled. 7. No page numbers. Policy comments 1. What formula is used to determine the amount of $4,655 per affordable unit? Shouldn't this determination be included in the bill? t~t>ti llo.
