Box 1874 Kailua Kona Hawaii 96745 County Council Honorable County Councilors Hilo, Hawaii 96 Re: Comm. 939: 'rtes. 383.06 Dour Councilors, We are here to today to make decisions for the residents of this County. partientarly those who live or travel through Kailua Kona. We must review all aspects of this proposed development, lets not just feel the pressure to do this study. First of all it is premature to begin doing a study now. Why should the County of Hawaii pay for a study to amend the General Plan when it is a private investor who wants to build this development? This project is not on County Lands, it is on lands of the State of Hawaii, and Department of Hawaiian Home Lands. We are being courted to support commercial enterprise within Kailua Kona. Let's first review why Comm 939: Resolution 383-06 is being brought to this Council for approval. The facto must be presented to members of our community first. This development has boon totally up front in what they want to develop. Mr. David Tarnas, fur Jacoby Development dba Kona Kai Ola states that there will be three hotels, up to 770 rooms, 1800 timeshare units and most importantly 52 acres of commercial development. We can realistically see a new city of retail box stores. It will be the largest shopping center on this island. Interesting, his project has an agreement to dredge or blast for 580 slips to be added to Honokahau Harbor which rise the total to 800 slips to create a new marina. We have EIS, and SMA to finalize before any of this project is even possible. The do not have a General Plan that supports this type of development. Yes, we even have a promise of new infrastructure. However, why do they promise u connector road to Kuakmi Highway when there is not a chance that the Queen Liliuokalani Trust would allow a road through their property. To create a cotamereial shopping city, hotels, timeshares un lards that are owned by the State of Hawaii, we must first have it approved by the State Legislature. This has not been done, so I ask you today, why are we asking the County of Hawaii to pay for a study to amend the General Plan? Let Jacoby Development find lands that are zoned for this project and pay a fair price. It is not a fair price to lease our lands for their commercial wealth. Kailua Kona has the worst traffic gridlock in Hawaii, we must act respectfully to its residents and make it a priority to finish the Kona Development Plan we have started. Wait to we if there is support from the residents of Hawaii inland, and if this development has a chance to be pawed by the State I.eg"ture next year. Why the big rush? Just imagine if they can not get the approval for the harbor slips due to Federal environmental restrictions (Hawaii Marine Sanctuary ) then we have a just exactly what a developer wished for. No huge outlay of investment to dredge or blast the marina, and now we have lands developed into a new city that will literally wipe out the businesses in Kailua Village. If the Planning Director isn't giving you his approval, stop and think about it now. This project does not meet the criteria for its land use, remember we have a National Park next door.
