Box 906 Kealakekua, Hawai'i 96750 Testimony Resolution 383-06 Aloha mai a Chairman Pilago and Committee Members, I have been a resident in Kona for 30 years and during that time, I have witnessed a general lack of overall planning for the future development of North and South Kona. The lands south of the Harbor including Alula and surrounding wetlands, are the lands of ocean access for the Hawaiian Homes Lands. It seems significant to carefully develop this area. Finally there is a process afoot in Kona to bring the community into the planning of its future. The Kona Community Development Plan was a brilliant idea whose time has come. I am pleased that the County Council of Hawaii Island choose to support this type of community involvement and committed funds and a careful choice of leaders to insure that the job would be done properly. I am on one of the working groups and know how meaningful this process has become to the community. In light of Councilman Pilago's Resolution for a "time out" which was passed by this committee a short while ago, it seems only right to hold off on further plans for this area until the community can decide what is the best course of action for Kealakeke Makai. This area cannot support another 3,000 to 4,000 cars and occupied rooms and residences in this area. Although the developer plans to build a parallel road which will hook up with Kuakini at the old airport, then what? All those cars are now in the center of town? This is not an acceptable alternative. Before anything is decided or acted upon in this area, a full environmental impact statement must be prepared with full community comment. This is a culturally and environmentally sensitive area which should be developed in the highest and best way for the Hawaiians and the Community. Thank you for this opportunity to testify.
