Your Committee on Finance, to which was referred Bill No. 306, reports as follows:
Bill No. 306, transmitted by Director of Finance William Takaba, via Communication No. 954,
dated June 21, 2006, amends Ordinance No. 06-79, as amended, the Operating Budget, ending
June 30, 2007. The amendment is as follows:

3305.46 State Grants - Pahoa Weed & Seed General $15,000
To:
010-201-5216.20 Pahoa Weed & Seed General $15,000
The Hawaii County Police Department will be receiving additional funds from the Young
Men's Christian Association (YMCA) of Honolulu, through the State Attorney General's office,
under its Pahoa Weed and Seed grant program. Specifically, the funds will be used to purchase
illicit drugs as part of its undercover covert operations in meeting the objectives of the Pahoa
Weed and Seed grant.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County
Charter, the Mayor is already authorized to apply for, receive and expend the funds for this
program identified in the Operating Budget.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 306 and
recommends it pass first reading.
