Dear Chairman Pilago and Members of the Committee on Planning:
SUBJECT: BILL 309 - INTERIM GENERAL PLAN AMENDMENTS:
MAMALAHOA BYPASS COURSES OF ACTION
I would like the Council to make a slight technical change in the interim General Plan
amendments which referred to the Mamalahoa Highway Bypass which is to be
constructed by the Hokuli'a development between Keauhou and the Napo'opo'o
Junction. There are two separate courses of action which refer to this, in the North Kona
"Transportation" section and the South Kona "Transportation" section. The courses of
action had to be repeated for North Kona and South Kona because the highway passes
through two districts. The wording should be the same, however, because the policies are
intended to actually be the same.
As currently proposed, the North Kona "Course of Action", sec. 7(C)(r) of Bill 309,
would read as follows: "Construct the Mamalahoa Bypass Highway from Keauhou to
Captain Cook", while the South Kona "Course of Action", sec. 8(C)(c) of Bill 309, would
say: "Construct the Mamalahoa Bypass Highway between Keauhou and Captain Cook as
a Scenic Corridor, with limited access and without commercial development." It would
be better if both Courses of Action were the same as the proposed sec. 8(C)(c), because
the concepts of scenic corridor, limited access, and restriction against commercial
development should apply to both the North and South Kona segments of this highway.
The reasons stated in our rationale for sec. 8(C)(c) apply to both the North and South
Kona segments: "Commercial development along the Bypass Highway should be
prohibited so that the existing commercial areas along the Mamalahoa Highway, and at

Keauhou remain strong. Otherwise, commercial development will try to migrate to the
new highway, compromising its usefulness as a through route, and detracting from its
scenic qualities."
