From Controller Deanna Sako, dated June 22, 2006, transmitting a Report of
Transfers Authorized showing transfers made from June 1, 2006 through
June 15, 2006. Copies of the approved transfer forms are attached for reference.
Comm. 930: RESOLUTION DIRECTING THE CLERK OF THE COUNTY OF
(Res. 382-06) HAVJAI`I TO TAKE NECESSARY ACTION TO PLACE THE CHARTER
AMENDMENT PROPOSED BY ORDINANCE NO. 06-84 ON THE 2006
GENERAL ELECTION BALLOT (the Charter amendment proposed by Ordinance
No 06-84 raises the low threshold of registered voters required to bring charges for
impeachment against an elected officer or officer appointed to a vacancy in any
elected office, and provides that only those voters registered in the Council district of
a respective Councilmember may bring charges to the Circuit Court when
impeaching such district Councilmember. The proposed resolution is required by
Section 15-2, Article XV, Hawai`i County Charter, entitled, "CHARTER
AMENDMENT OR REVISION

Comm. 954: AN ORDINANCE TO AMEND ORDINANCE NO. 06-79, AS AMENDED, THF,
(Bill 306) OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL
YEAR ENDING JUNE 30, 2007 (by appropriating an additional $15,000 into the
Pahoa Weed & Seed account)
From Finance Director William Takaba, dated June 21, 2006, transmitting the above
bill. The Young Men's Christian Association (YMCA) of Honolulu, through the
State Attorney General's office, under its Pahoa Weed and Seed grant program, is
providing the above funding to the Hawaii County Police Department. The grant
funds will be used to purchase illicit drugs as part of its undercover covert operations
in meeting the objectives of the Pahoa Weed and Seed grant.
Comm. 957: SINGLE AUDIT REPORT FOR FISCAL YEAR ENDING JUNE 30, 2005
From County Clerk Constance Kiriu, dated June 22, 2006, distributing a copy of the
above report prepared by KPMG LLP, as part of the Council's overall audit contract.
The Single Audit Report is prepared for Federal awarded programs to meet reporting
and auditing requirements.
Comm. 958: FINANCIAL AUDIT REPORT FOR FISCAL YEAR ENDING JUNE 30, 2005
From Deputy County Clerk William E. Smith, dated June 22, 2006, submitting the
post-audit Financial Audit Report of the County of Hawaii for the Fiscal Year Ended
June 30, 2005, and Management Letter dated March 22, 2006, as prepared by
KPMG LLP, which satisfies the requirement of Section 10-13 of the Hawaii County
Charter, relating to the responsibility of the County Council to conduct an annual
independent audit of the accounts and other evidences of financial transactions of the
County and of every County agency and executive agency. This year's Management
Letter contains findings and recommendations related to Collection of Receivables.
Comm. 959: A RESOLUTION AMENDING RESOLUTION NO. 99-05, RULES OF
(Res. 402-06) PROCEDURE AND ORGANIZATION OF THE COUNCIL OF THE COUNTY OF
HAWAII, RELATING TO MEETINGS (amend Rule No. 2, Meetings, paragraph 1,
relating to Regular Meetings)
From Councilmember K. Angel Pilago, dated June 1, 2006, transmitting the above
resolution to provide that the County Council shall hold regular meetings in East
Hawaii on odd-numbered months (Jan., Mar., May, Jul., Sept. and Nov.) and, shall
hold regular meeting in West Hawaii on even-numbered months (Feb., Apr., Jun.,
Aug., Oct. and Dec.).

Submitting Testimony: Those persons wishing to testify in person or by videoconference must register
with the County Clerk's staff. Those testifying in person and submitting written testimony at the
meeting in Hilo should bring sixteen (16) copies of the testimony for distribution at the meeting. Those
testifying by videoconference from the Kona or Waimea Council Offices, should bring one copy of the
testimony. Those persons unable to testify in person or by videoconference may submit testimony (1)
by mail to the County Clerk's Office in Hilo at the above address, (2) by facsimile to (808) 961-8912, or
(3) by e-mail to counciltestimony(a~co.hawaii.hi.us. Please submit a separate written testimony for
each item. Copies will be made and distributed at the meeting when transmitted in a timely manner. In
any case, both oral and written testimony will be made a part of the public record.
Notice to Lobbyists: If you are a lobbyist, you must register with the Hawaii County Clerk within five
days of becoming a lobbyist {Article 15, Section 2-91.3(b), Hawaii County Code}. A lobbyist means
"any individual engaged for pay or other consideration who spends more than five hours in any month
or $275 in any six-month period for the purpose of attempting to influence legislative or administrative
action by communicating or urging others to communicate with public officials." {Article 15, Section
2-91.3(a)(6), Hawaii County Code} Registration forms and expenditure report documents are available
at the Office of the County Clerk-Council, 25 Aupuni Street, Hilo, Hawaii 96720.
