From Deputy County Clerk William E. Smith, dated July 13, 2006, transmitting the
above report prepared by the Legislative Auditor's Office pursuant to Resolution
168-OS requesting the Legislative Auditor's Office to conduct a Limited Scope
Performance Audit of the County of Hawai`i's Recycling and Diversion Grants
Program.
Comm. 991: DONATION OF BACKSTROKE FLAGS TO THE DEPARTMENT OF
PARKS & RECREATION -AQUATICS DIVISION (donated by
Ann and Tom Finney with a total estimated value of $600)
From Finance Director William Takaba, dated July 14, 2006, requesting the Council's
approval of the above donation. The backstroke flags will be used for swimming
competitions, such as the Novice, BIIF and Age Group swim meets at the Kona
Community Aquatic Center.

Comm. 992: AN ORDINANCE AMENDING ORDINANCE NO. 06-80, AS AMENDED,
(Bill 316) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR
THE FISCAL YEAR JULY 1, 2006 TO JUNE 30, 2007 (by appropriating an
additional $142,000 into the Mamalahoa Highway Improvement Project
(Mud Lane to Waimea Town) account
From Finance Director William Takaba, dated July 14, 2006, transmitting the above
bill. Due to the excessive cost For paving materials, the past project appropriations
were devoted entirely to the paving work, making funds unavailable for the needed
striping work. This project, involving the resurfacing of roadway from Mud Lane to
Waimea Town, is very critical for safe travel from West Hawaii to East Hawaii.

register with the County Clerk's staff. Those testifying in person and submitting written testimony at
the meeting in Hilo should bring sixteen (16) copies of the testimony for distribution at the meeting.
Those testifying by videoconference from the Kona or Waimea Council Offices, should bring one
copy of the testimony. Those persons unable to testify in person or by videoconference may submit
testimony (1) by mail to the County Clerk's Office in Hilo at the above address, (2) by facsimile to
(808) 961-8912, or (3) by e-mail to counciltestimony(u),co.hawaii.hi.us. Please submit a separate
written testimony for each item. Copies will be made and distributed at the meeting when
transmitted in a timely manner. In any case, both oral and written testimony will be made a part of the
public record.

Notice to Lobby: If you are a lobbyist, you must register with the Hawaii County Clerk within
five days of becoming a lobbyist {Article 15, Section 2-91.3(b), Hawaii County Code}. A lobbyist
means "any individual engaged for pay or other consideration who spends more than five hours in any
month or $275 in any six-month period for the purpose of attempting to influence legislative or
administrative action by communicating or urging others to communicate with public officials."
