Dear Planning Committee members,
The concerns expressed in a fax sent to the Planning Department on March 19 (p.3),
discussed in a call from Norman Higashi on April 11, and shared with members of the
Planning Commission members April 30 (p.2), remain the same today.
-Approximately 136 individuals will be added to the neighborhood if all 34 units are
completed as planned.
-The units will be in the middle of the block, not at the end of the street (Lanikaula)
where the additional traffic might be better accommodated.
-The proposed apartment structures will be bounded by private residences on all sides.
-Planning Department staff will not require the developers to put up a six-foot chain link
fence around the perimeters to mitigate egress by children and pets.
The County recently featured an online article about the merits of mixed use in planning
for development in the long term. No one disputes the value of best use practices in
developing our land resources. This project as planned, is likely to produce day to day
impacts on traffic and quality of life. And, from this perspective, these are not best use
results.
On Friday, May 5, four out of the five Planning Commission members rejected the re-
zoning request. I oppose the request and the project as proposed. Please do not grant
the petitioners RS-10 to RM-2.5 rezoning request.

Good morning Planning Commission members.
The concerns expressed in a fax sent to the Planning Department on March 19, 2006
(page 2) were discussed in a call from Norman Higashi on April 11, 2006.
Based on that conversation, it is my understanding Planning Department staff will not
oppose the rezoning request nor recommend to the Commission that a six-foot chain
link fence be erected around the perimeter of each of the proposed apartment structures.
If this request is approved and developed as planned, a large number of individuals,
children, pets and automobiles will be added to a setting surrounded by single family
homes. I oppose the request and the project as proposed.
Please do not grant the petitioners RS-10 to RM-2.5 rezoning request.

Subject Questions About Rezoning Request (RS-10 to RM-2.5)

Good morning,
Just wondering if the density of this proposed project is too high for the location.
(1) Approximately 136 individuals will be added to the neighborhood if all 34 units
are completed as planned.
(2) The units will be in the middle of the block, not at the end of the street
(Lanikaula) where the added noise and additional traffic might be better
accommodated.
Since the proposed apartment structures will be in the middle of the block, and bounded
by private residences, is it possible for the Planning Department to require the
developers to put up a six-foot chain link fence around the perimeters to mitigate egress
by children and pets?
If these units will be sold in fee, are the developers responsible/required to state their
policies about the use and storage of pesticides and herbicides on the properties to each
of the buyers? Will this information be made available to the public?
If the developers will retain ownership and rent the properties, will a resident manager
be hired? Will this information be made available to the public?
If these concems/questions should to be sent to another department, please let me know.
