Your Committee on Environmental Management, to which was referred Communication No.
949 and Resolution 401-06, reports as follows:
Communication No. 949 and Resolution 401-06, dated June 6, 2006, was transmitted by
Marjorie Erway, Chair, Environmental Management Commission, Barbara Bell, Director,
Department of Environmental Management, and Mayor Harry Kim. This Communication
enclosed a proposed Resolution regarding the continuance of the amnesty program for removal
and recycling of derelict vehicles on private properties through Fiscal Year 2006-2007.
According to the Communication, in December 2004, Resolution 25-04 was adopted by the
County Council. The Derelict Vehicle Program was initially instituted for the Fiscal Year 2005-
2006. The Environmental Management Commission has received Derelict Vehicle Program
reports since this program began July 1, 2005. At the May 24, 2006 meeting, the Commission
voted unanimously to support the continuation of this program.
Your Committee, having discussed issues associated with the operation and continuance of the
Derelict Vehicle Program, moved to amend the Resolution to extend the Derelict Vehicle
Program beyond Fiscal Year 2006-2007 to Fiscal Year 2007-2008. After further discussion
concerning the cost for extending the program for an additional two years, rather than one year
as requested by the Administration, the motion to amend was withdrawn pending receipt of
projected cost figures for the Derelict Vehicle Program from the Department of Environmental
Management.
Your Committee on Environmental Management recommends the adoption of Resolution 401-06.
