Your Committee on Finance, to which was referred Resolution No. 402-06, reports as follows:
Resolution No. 402-06, transmitted by Council Member K. Angel Pilago, via Communication
No. 959, dated June 1, 2006, amends Resolution No. 99-05, the Rules of Procedure and
Organization of the Council of the County of Hawaii, relating to meetings.
The purpose of this amendment is to provide that the County Council shall hold regulaz meetings
in East Hawaii on odd-numbered months (January, March, May, July, September and
November) and, shall hold regular meetings in West Hawaii on even-numbered months
(February, April, June, August, October and December).
This Resolution is due to rapid growth and development occurring in West Hawaii and resulting
impacts upon the quality of life, citizens residing in the districts of Ka`u, South Kona, North
Kona, Waikoloa, Kohala and Waimea, have expressed a strong desire for increased constituent
pazticipation, citizen involvement and commitment to the democratic processes of county council
meetings.
Your Committee heard testimony in favor to this measure.
Some members of Your Committee were concerned over the cost of having the meeting in West
Hawaii and also that when the meetings aze held in West Hawaii, videoconferencing is unable
for East Hawaii.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 402-06
and recommends its adoption.
