2006 ANNUAL OPERATING REPORT
WEST HAWAII SANITARY LANDFILL
PREPARED BY
WASTE MANAGEMENT OF HAWAII, INC.

1. Introduction
This Annual Operating Report ("AOR") has been prepared for West Hawaii Sanitary
Landfill (WHSL) in accordance with Hawaii Administrative Rules (HAR) 11-58.1, Solid
Waste Management Control, and applicable provisions of the Hawaii Department of
Health (DOH) permit for the facility, Permit No. LF-0072-93. Special Condition 11.9
specifies the information required to be submitted in this AOR. Each condition is
identified in the relevant section of this AOR.
The WHSL is owned and operated by the County of Hawaii. The landfill is managed and
under contract by Waste Management of Hawaii, Inc. ("WMH"). The County operates
the WHSL scale house and is responsible for collecting user fees and recording the types
of waste received at the facility. The information generated by the County's
computerized scale program is utilized for the preparation of this report.
The WHSL property includes approximately 300 acres with the current active fill area
covering approximately 41.8 acres. The total permitted landfill development area is
approximately 149 acres.
2. Types and Quantities of Solid Wastes Received (Conditions 9.a & 9.b)
The WHSL currently receives an average of approximately 380 tons per day (tpd) of
municipal solid waste. The following page presents tonnage information listed by type
and quantity of solid waste received on a monthly basis for the period of July 1, 2005
through June 30, 2006.

3. Leachate Generation and Management (Condition 9.c)
WMH estimates a total quantity of 383,200 gallons of leachate generated at WHSL for
the period July 1, 2005 through June 30, 2006. This estimate is based upon the leachate
measurements that were recorded during this period.
Leachate collected from each riser sump (Riser 1 & 2) is pumped into 1,200 gallon
polyvinyl tanks (located adjacent to each riser), within the permitted limits of waste. The
leachate is then pumped into the site's water truck and applied to roadways and travel
areas within the lined portions of the landfill to minimize dust. This practice is conducted
only when dry, dusty conditions exist.
The following page presents the quantities of leachate (gallons) managed at the WHSL.

4. Quantities of Materials Recycled (Condition 9.d)
The County of Hawaii's recycling numbers/quantities are not yet finalized. The County
has informed WMH that the recycling information needed for this AOR will be finished
by the end of August 2006. This information will be sent to the State of Hawaii under
separate cover when it is finalized by the County.
5. Annual Elevation Survey (Condition 11.16) & Site Life Projections
The following figure and chart depict the annual topographic survey and the site life
projections of the West Hawaii landfill based on a flyover on May 4, 2006.
