_pment Committee to Prepare a Hawaii County Energy
Economic Devplq~
Sustainability Plan
Enclosed is a Resolution requesting the Hawaii County Department of Research and Development
and its Economic Development Committee to prepare a Hawaii County Energy Sustainability Plan,
within twelve (12) months of the passage of this Resolution.
This resolution will authorize the County Department of Research and Development to work
with experts in the energy field to determine current and future projections for energy demands
on Hawaii Island, the applicability of various trends in the field of energy development to
Hawaii Island, and clear goals and action steps for implementation by stakeholders involved in
the Plan, including a timeline for achieving objectives identified in the Plan. The Energy
Sustainability Plan is necessary to guide policies, initiatives, and collaborative efforts to move
Hawaii Island to a significantly higher degree of energy sustainability and reduce the County's
dependence on a volatile world fossil fuel market.
Council Rule No. 7(e)(1) provides that the Committee on Human Services and Economic
Development hears "Matters related to energy and related industries, research and economic
development programs..." Therefore, I respectfully request that you place this resolution on the
agenda for the August 22, 2006 Committee on Human Services and Economic Development
meeting.
