In an earlier draft, there was a reference to response time standards and the current draft appears to have deleted that language. Was there a reason for the deletion? This question may be best addressed by the author of the draft document; however, I had previously submitted to the Planning Director a recommendation to amend the original response time standards by establishing more general and comprehensive language to the effect that the Fire Department shall endeavor to identify and achieve nationally recognized service delivery standards with regards to its various services and missions. The basis for my recommendation was that the standards are subject to change and modification and it may be more prudent to allow for that flexibility. 2. Are the statements regarding the number, name, and location of facilities for the fire department accurate in the current draft document? There are a number of recommended corrections: a. The number of Volunteer Fire Stations is 23 b. It may be beneficial to have the names match those identified within the current County Code (i.e Kohala Coast vs. Kohala Ranch) c. Delete those units that have since disbanded (Kona Paradise, Waikoloa) 3. The map depicting the location of fire facilities (page 24 of draft document) identifies the Pohakuloa (Federal) Fire Station identifies it as a proposed facility, is this correct? The fire commission shall: (1) Adopt rules necessary for the conduct of its business and review rules for the administration of the department; (2) Review the annual budget prepared by the fire chief and make recommendations thereon to the mayor, the managing director and the council; (3) Review the department's operations as deemed necessary, for the purposes of recommending improvements to the fire chief, (4) Evaluate at least annually the performance of the fire chief and submit a report to the mayor, the managing director and the council; (5) Review personnel actions within the department for conformance with the policies under section 7-4.6,* Hawai`i County Charter; (6) Hear complaints of citizens concerning the department or its personnel and, if necessary, make recommendations to the fire chief on appropriate corrective actions; and (7) Submit an annual report to the mayor, managing director and the council on its activities. Except for purposes of inquiry or as otherwise provided in the Hawaii County Charter, neither the commission nor its members shall interfere in any way with the administrative affairs of the department. Volunteer fire department created. There is created and established for and within the County a department to be known as the Hawaii volunteer fire department to train volunteers in the prevention of fires and to aid in the control of fires. The department shall have its principal office in the Hilo fire station. (1975 C.C., c. 2, art. 3, sec. 5.01.) Section 2-16.1. Volunteer fire stations. In accordance with provisions of section 46-13.1, Hawaii Revised Statutes, the following volunteer fire stations are established in the County of Hawaii to be sited and operated by the head of the volunteer fire department pursuant to powers granted under this article: (1) Pepe`ekeo volunteer fire station. (2) Milani volunteer fire station. (3) Volcano volunteer fire station. (4) Hawaiian Acres volunteer fire station. (5) Fern Forest volunteer fire station. (6) Fern Acres volunteer fire station. (7) Miloli`i volunteer fire station. (9) Kona Village volunteer fire station. (10) Ka`u pulehu volunteer fire station. (11) Four Seasons volunteer fire station. (12) Pa`auilo volunteer fire station. (13) Waiki`i volunteer fire station. (14) Hawaiian Beaches volunteer fire station. 2-6 ADMINISTRATION § 2-16.1 (15) Wa`awa`a volunteer fire station. (16) Na`alehu volunteer fire station. (a) The fire chief of the County fire department shall be the head of the volunteer fire department. The head of the volunteer fire department shall: (1) Be vested with the management and control of the affairs, personnel, and property of the department, subject to the general authority and control of the council; (2) With the consent and approval of the council, make expenditures of moneys appropriated by the council for the department; (3) Not contract any debt on behalf of the department, not dispose of any property belonging to the department without the consent of the council; (4) Make periodic reports to the council concerning the affairs and activities of the department; and (5) Perform and discharge such other duties as may be assigned to the head of the volunteer fire department by the council. (1975 C.C., c. 2, art. 3, sec. 5.02; Am. 2004, Ord. No. 04-22, sec. 3.) Section 2-18. Appointment of other personnel. The council may provide for the appointment of other personnel as it deems necessary to carry out this article. All such appointees shall be paid monthly salaries as may be fixed in accordance with the provisions of the personnel classification laws. (1975 C.C., c. 2, art. 3, sec. 5.03.) Section 2-19. Volunteer personnel. The organization of the volunteer fire department shall be patterned as closely as is practicable after that of the fire department. The head of the volunteer fire department shall appoint, with the approval of the council, such volunteer personnel as the head of the volunteer fire department deems necessary to fill the membership of the department. The qualifications for membership shall be as prescribed by the rules and regulations governing the conduct of the department. These rules and regulations shall be formulated by the department head and presented to the council for its approval. (1975 C.C., c. 2, art. 3, sec. 5.04.) Section 2-20. Mileage reimbursements for volunteer fire personnel. All volunteer fire personnel residing in a district other than the district where a fire occurs and who are duly authorized to participate and aid in the control of that fire shall be reimbursed at the rate of $33 cents for each mile actually and necessarily traveled, in the performance of their volunteer activities.
