RESOLUTION NO. X24 U6
RESOLUTION CREATING A CLERK III POSITION FOR THE OFFICE OF THE
CORPORATION COUNSEL
WHEREAS, the Office of the Corporation Counsel has experienced an overall increase in
legal demands placed upon them in today's litigious climate; and
WHEREAS, this increased responsibility means the support staff has been called upon to
perform additional duties, such as providing secretarial support for boards and commissions, and
to keep up with their daily work duties of the office; and
WHEREAS, with a records management system and a newly implemented document
imaging system operating within their office, they will become more efficient by having a
comprehensive database of legal opinions and an organized repository of all legals documents;
and
WHEREAS, the introduction of the document imaging system has revealed a need for an
increase in clerical personnel to fully utilize the capabilities of the hardware and software of the
system; and
WHEREAS, as the role of Corporation Counsel's legal clerks evolve into more legally
challenging responsibilities, the traditional clerical work must be performed by other clerical
personnel; and
WHEREAS, the creation of a Clerk III position to perform the purely clerical duties will allow
the legal clerks to dedicate their time to non-clerical functions; and
WHEREAS, there are monies available in the Corporation Counsel's Special Counsel &
Settlement of Litigation account, 010.131.5131.10.115, to fund this position; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor
has the power to "Create positions...fortyhich appropriations have been made by the council...".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that a Clerk III, SR-10, position be created in the Office of the Corporation Counsel.
BE IT FURTHER RESOLVED that the funding for this position will come from a transfer of
funds from the Corporation Counsel's Special Counsel & Settlement of Litigation account,
010.131.5131.10.115 into their Regular Salaries and Wages account.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the Office of
the Corporation Counsel and the Departments of Finance and Civil Service.
