Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the Department of Public Works to enter into a multi-
year lease for five (5) years for the land parcels identified as TMK: (3) 8-1-12: 05 & 06, in
Kealakekua, South Kona, Hawai'i. Under this lease, between the County of Hawai'i and the
Revocable Trust of Fusae Kamigaki, the County will be allowed to construct a temporary
off-street public parking lot and bus stop facility. This proposal will provide:
1. Additional public parking spaces; to aid in the replacement of the undesirable on-street
perpendicular parking, fronting the Kona Hongwanji Mission, that the Department
would like to remove. The removal of this undesirable type of on-street parking will aid
in smoother traffic flow, especially through the congested town.
2. A Bus stop facility; that will include a bus stop/turn-out and bus shelter. The bus turn-
out area will remove the traffic congestion caused by buses stopping in the thru travel
lanes.

A. REQUEST:
Resolution to allow the Department to enter into a multi-year land lease, for the construction of a temporary
off-street public parking lot, and bus stop/shelter area. This lease will be between the County of Hawaii and
the Revocable Trust of Fusee Kamigaki, for the use of land parcels identified as TMK: (3) 8-1-12: 05 & 06, in
Kealakekua, South Kona, Hawai'i.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department has negotiated with the property owner, and settled upon a multi-year lease to allow the
construction of a temporary off-street public parking lot, and bus stop facility. This proposal will provide;
1. Additional public parking spaces; to aid in the replacement of the undesirable on-street perpendicular
parking, fronting the Kona Hongwanji Mission, that the Department would like to remove. The
removal of this undesirable type of on-street parking will aid in smoother traffic flow, especially
through the congested town.
2. Bus stop facility; that will include a bus stop/tum-out and bus shelter. The bus turn-out area will
remove the traffic congestion caused by buses stopping in the thru travel lanes.
An amount of $10,500 per parcel per year, plus tax ($10,937.43), for a tortal of $21,874.86 per year, and the
waiver of the subject parcels' real property taxes (present cost of $666.85 & 662.91 per year, respectively), is
the agreed amount.
